City of Lancaster Housing Assistance Program
Community Development Block Grant

The City of Lancaster has received funds from the Wisconsin Department of Commerce – Bureau of Housing through the Community Development Block Grant (CDBG) program. The grant funds are to assist income eligible residents in the City of Lancaster to address housing needs. The funds are to be loaned to property owners to make certain improvements to their property.

Loans to owner occupied properties are offered at 0% interest and require no repayment so long as the owner continues to own and occupy the property. As these loans are paid back to the City, the City must reallocate those funds to other eligible property owners for similar improvements.

  1. Eligibility: The owner must meet the following income limits. These income limits apply to total household income. Income is from all sources.
  2. Household Size: 1 2 3 4 5 6
    Maximum Income: $31,450 $35,950 $40,450 $44,950 $48,550 $52,150
  3. Eligible Improvements: The City will make a loan to correct any code violations, such as electrical or plumbing. Also of priority are replacement of inefficient furnaces and water heaters: insulation of attic areas, sidewalls and basements; storm doors and windows; new roof and siding as may be necessary. Loans may also be made for additions to relieve overcrowding situations. Floodplain properties are required to carry flood insurance. Additional items are eligible and it’s best to discuss them with the Housing Administrators.
  4. Approval: A Housing Assistance Committee, appointed by the City Council will act on each application. The committee will review the work required on each property and will take into consideration the equity available in the property, or the equity which may be available in the property after the improvements are made. You may have an existing loan against the property, which does not necessarily make you ineligible. The City generally assumes a second position against the property.
  5. Homestead Program: This program will provide assistance in the form of a deferred payment 0 % interest loans to renters making the transition to homebuyers. Assistance would include no more than 50% of the required down payment and 100% of allowable closing costs.
