Minutes of the Meeting of the
City of Lancaster Library/Cultural Center Review Committee
Tuesday, August 15, 2007

(This was a joint meeting with the Schreiner Memorial Library Board)

The meeting was called to order by Alan Tollefson at 4:00 p.m. in the City Council Chambers, Lancaster City Hall

Members Present: George Steele, Charles Lange, Kim Leamy, Rick Udelhofen, Stuart Harper

Members Absent: Ted Anderson, Kevin Koester

Also Present: Members of the Library Board – Kathy Addison, Greg Strobush, Roxann Nickasch, John Schmitt; Alan Tollefson, staff; Kevin Eipperle, Corey Valaskey, Gregg Baum and Zach Duessler, Durrant; Marge Sherwin, Chamber of Commerce; Scot Simpson, City Administrator; Mayor Wehrle

Minutes of July 25

Lange moved, second by Leamy, that the minutes of the July 25 meeting be approved as mailed. Carried unanimously.

Latest Elevations and Floor Plan

The architects reviewed the latest drawings, which had been changed to reflect the committee’s direction at it last meeting. There was considerable discussion about the rest rooms. There was unanimous consensus that the plans should be returned to the original design with men’s and women’s rest rooms and janitor’s closets on both levels.

A 3 dimensional model of the exterior of the building was shown. Following discussion, the committee indicated preference for a gabled dormer roof with a light color as opposed to a hipped roof or flat skylight.

There was discussion and difference of opinion on the use of arched windows in the program room. By slight majority, the preference was to leave the arches as presented.

Cost Estimates

Durrant presented an estimate of costPDF followed by discussion. It was agreed some figures still need refinement. Scot Simpson summarized the result as a project costing between 4.5 and 6 million dollars. The committee indicated an interior 3D model would be important to help with the fund raising campaign.

Approval of Pre-Funding Design

Harper moved, second by Udelhofen, that the pre-funding design including modifications indicated at this meeting be approved. Carried unanimously.

Future Steps

Scot Simpson reported on the activities of the Fund Raising Committee and its consultant, Church Street Associates. He thanked the Review Committee for its hard work. Mayor Wehrle also congratulated the committee.

Next Meeting

The next meeting will be held when called, probably following the fund raising feasibility study.

Adjournment

Leamy moved, second by Lange that the meeting adjourn. Carried unanimously and the meeting adjourned at 5:52 p.m. The Library Board continued its portion of the meeting.
