Mr. Frank provided the Committee the following documents that are attached to the minutes: A peek at the library of the future, The Library of the Future, and Agency Assessment.
Mr. Frank explained that he focuses on libraries; he has also done many historical museums, including Prairie du Sac and Manitowoc. He's done the visitor's bureau in Madison. Mr. Frank indicated that he only does the Phase 1 feasibility study. He's a sole proprietor providing feasibility services and strategy, but he does not do any campaigning or management of campaigns. He focuses primarily on smaller projects and teaches at the UW- Library School on 3 different campuses throughout the State.
Boris stressed 70-90% of the funds come from 10-15% of the people. There would also be some opportunities for everyone including children to participate in items like penny campaigns matched by banks.
Mr. Frank discussed the Agency Assessment document. He indicated it is as important to do that process as the feasibility. Any weaknesses in the agency can be brought out in the campaign fundraising performed. People giving large donations would like to organization they are donating to is stable. He did mention that the Chamber and Historical Society are not up-to-date with their state registrations as far as non-profit organizations.
Mr. Frank indicated that he identifies both the capacity and the inclination for people to give to projects. The appointments are setup by someone locally that he hires. He does provide a public information plan as part of his fees. For design he uses external renderings and internal renderings when possible.
He talked about the Library of the Future. He indicated that libraries are commonly becoming places with fireplaces, coffee shops and other gathering spaces.
